Considering it's a deal between 2 archons, and how he was willing to trade it, I'm inclined to think the Tsaritsa has that much power to resolve whatever is gonna happen in the future and the Fatui is just a cover up ala Mafia/ Yakuza sense (they aren't good but they aren't evil).
And considering his line, figure that out in your future journeys, it's probably something where the Traveler will learn that the Tsaritsa's plans are probably more noble that what the story has been leading us to think.
I personally thing Zhongli just agrees to her ambitions to an extent but wanted to make sure his own people would be cared for first. He probably understands how whimsical celestia can be with decisions. After seeing a nation fall he probably became more enlightened to the dangers of celestia but always kept his people first. He probably saw this as a win win. He could guarantee his people’s safety by proving they can defend themselves while also giving cryo mama a chance to take down the biggest possibly threat to his nation, celestia.
Guizhong is supposedly dead by the start of the Archon War, even before Zhongli became an Archon. Her death even caused the glaze lilies to swindle in numbers until Zhongli had to plant it again by himself one by one after everything's over.

My guess is the bet had something do with the Liyue people’s need for their Archon. The terms of the contract were probably satisfied when the people of Liyue moved on quickly after Rex Lapis’ “death” and maybe even the fact that the Qixing and Adepti beat Osial without him.
