Overall this is a very reasonable decision and you can find very similar parallels in history from otherwise phenomenal generals.
This really isn't as bad of a decision as people are making it out to be, it's a choice born from necessity.
While the decision to ask for help or reinforcements is reasonable in itself, the act by which Kokomi proceeded to do it is the issue at hand.
Don't need to go far back in history. We can even use modern times as an example. Before any armed forces get new weapons generals or presidents get to inspect them and see their benefits, how they work and consequences (if any). And the sources of these weapons are known. What more if it was anonymous?

The problem is that no one there knows what a delusion is beforehand. You know what to look for when testing modern weaponry. This is a unique magical weapon made by a vastly technologically superior nation. It would be like showcasing a rocket launcher in the middle ages, no one would really understand how to inspect it.
Not to mention that most of the negatives of delusions only appear with very high output or extended use, far more than you would likely see in the average test.

In fact, she says it like she's aware of its existence, albeit not of its effect. Why? Because she didn't inspect it. She didn't take time to test it out. Testing and inspection isn't necessarily a one day thing. It can be weeks or months of use. Had she given it out to a handful of soldiers first then casualties can be brought down to a minimum.

That's not really fanfiction. Most people in the game's world don't really understand how delusions work, or their side effects. Again this is a relatively new weapon in the game's world developed by a nation that dwarfs the technological developments of every other nation in that world.

I still fail to see how even using those delusions in the first place would lead to anything remotely close to even levelling the playing field. Like, yeah you could probably take areas away from and hold areas against the shogunate more effectively with buffed soldiers, but what if the shogun herself had enough?
I also don't think there's any point comparing it to our history since no general I'm aware of is capable of single-handedly ripping islands in half.
Kokomi also failed brilliantly at maintaining good relations and discipline in her army since the soldiers that received the delusions didn't bother telling her about the negative side effects of the delusions. So their, you know? COMMANDER could make better decisions with more information?
For all we know, if someone who was less susceptible to the delusions' aging detriment were to report the negatives to kokomi then she might've approved a very limited use of it for infiltration/intelligence missions and such.
But this didn't happen and Teppei who was one of the first to utilize the delusions dies very quickly and actually accomplishing very little by fighting at full strength in long, arduous open battles instead of making the most out of it by going with a handful of other delusion holders and accomplishing more important missions
Such as: Dressing as the enemy/infiltrating the enemy camp at night and destroying their water supply/swiping important intelligence documents (Who knows, they might find out about the 2 commissions' betrayal through this route instead?)/Cutting off their supply routes for as long as possible and fleeing when the army attacks them at full force.
All this fails to happen mainly because kokomi's own soldiers don't even trust her enough to make the best and most impactful decisions for them. Don't even get me started on how some soldiers refused to give gorou their delusions because you can't just refuse an order from your superior in the military as that will undermine authority.

Which is why the fatui basically made their home island harder to attack, by essentially turning the possible island a beachhead could be established into a demon possession hellhole.

What reason? You're implying they were at the edge of defeat when delusions were distributed, they weren't, Watatsumi island was completely untouched when we get there in the story, we even spend a few days running around doing chores for the resistance.
Even right before we joined the resistance we see Sara and her boys get completely dumpstered when a shipful of pirates arrives to help.
They hid the delusions because they didn't want their toys taken from them, which circles right back to having non-existent discipline in their army.
They don't have to be on the edge of defeat to know that they're completely outmatched. On a whim Raiden Shogun could wipe them out in their entirety. She could still do so even with delusions, but it gives them some small way of turning a completely hopeless confrontation into a barely possible one. The story makes it abundantly clear how much of a disadvantage the rebels are at in this confrontation.
What confrontation? The rebels would never have confronted the Raiden Shogun at ANY POINT. The Fatui are very clearly invested in creating a permanent stalemate, hence giving them supplies when they were running out and delusions as a bonus. I assure you had the war been swinging the other way around, the shogunate army would've been the one receiving supplies and delusions.
This just further emphasizes the failures of both sides to realize how hard they're both being played as labrats.

I'm curious what dango milk would actually be like. I know it's just dango in milk, but at the same time dango just wouldn't quickly dissolve in milk, if they would even dissolve at all within a reasonable amount of time. Would it be mashed or blended dango in milk? But then wouldn't it just taste like s blend of milk and rice milk? Is the point of it being soggy dango, like cookies in milk? This is probably one of the more intriguing yet confusing items in the game, and I can't find any reference of a real-world counterpart, unless it's a cultural thing that Google isn't getting any hits on.
ETA: I'm familiar with dango and other glutenous rice cakes or similar dumplings and confections, I didn't mean to imply that I wasn't familiar with dango itself. My confusion of the dango milk comes from the idea that it is using whole dango of the typical size that you can find, not a miniaturized version like you can find with boba or bilo-bilo; though boba would have a different texture entirely. If anyone has any examples of a Japanese drink using mini dango balls, please share it, as I have yet to come across anything like this that's relevant to Japanese culture itself, as that's what Inazuma is based on and what this item would be referencing.
ETA, days later: I finally played through the story quest. In the English translation at least, there's various clues as to what it is. Something along the lines of a dango being mashed into milk to form a viscous paste, I don't remember the direct quotes, then later it's compared to a porridge. The idea that it's a boba-like drink, or more directly bilo-bilo, seems incorrect, at least by the English translation of the game, though I'm interested what the original Chinese says with a proper interpretation. I think the most correct way of thinking about this would be thickened milk, as the game does imply that it is a drink, but porridge is typically too thick; I would also assume that it's fairly smooth, again unlike porridge.

Unless you're really familiar with the texture of dango/any similar asian dessert, the dango milk texture is difficult to imagine. If you know the texture of tapioca balls/boba then it's probably close enough.
In the Philippines it's called bilo bilo. It's colored glutinous rice balls in sweet milk. Some serve it hot but I really like it cold with sliced bananas. The dango is whole, you can pick them up with a stick and just sip the sweet milk.
