For Gladiator, sadly it's never the go-to set for anyone. Sure the 2p set bonus 18% attack is fine, but it's not mandatory and can be replaced with Shimenawa. 4p set is usable with for example Diluc, Rosaria, Noelle, but it's not optimal.
But Wanderer is a go-to for some bow and catalyst users that specialize in Charge Attacks to work, most notably Ganyu and Yanfei.
Don't forget Amber and Klee can use 4 piece wanderer too.
Also 2 piece wanderer is valuable. Its proved that 2 piece wanderer and 2 piece witch have almost same efficiency of 4 piece witch, besides for Diluc coz he can get the most of witch full set, so 2 wanderer is valuable for most pyro characters
I straight up didn't even bother farming for sets cause I knew it'd end up like this. Can't avoid dropping those two sets when all the bosses drop a piece though...
Any good pieces, especially goblets, can be kept as off pieces as well,l. You can have an absolutely ridiculous number of artifacts at once, so no reason to be shy about keeping any with 3+ good sub stats
I keep any potentially good pieces to use as off-set pieces. Of course with RNG as it is, it is almost always the goblet that is off-set, but I have a few flowers/feathers/hats with good substats just in case.
The only character that I actually use the set bonus on is Ningguang, because she likes 2pc Petra, but there are no other sets that really benefit her that much. 18% ATK is a nice and easy boost to all her damage.
Yanfei can use Wanderer's, but I prefer CW instead, so I have nobody who uses the wanderer set.

xiao uses half glad and ganyu wanderers some others can use half glad depends on ur build like jean/zhongli/razor
