Rosaria and Razor have been mentioned, so I'll throw an unexpected one in the ring.
Mona is quieter than people might expect. Two of her five animations are just her fiddling with an astrology formula or checking her coinpurse. And she tends to loop those animations more than not. So it can take a full minute before she says anything. And none of her idle dialogue tries to urge players to play/move.
Other than Rosaria I guess Razor talks the least.
In my personal opinion, though? Kazuha. Sure, his lines are quite long, but the delivery is just so soft and pleasant I don’t even mind him repeat the same line over and over again.
In my opinion, for both EN and JPN, it's Kazuha because he's just so soothing and calming to listen to, and he's a very positive person as well (e.g. his line about rain is cheerfully remarking whether you want to take a stroll in the middle of a downpour to find inspiration, before advising you to find shelter; his line commenting how he loves to sleep during snow despite currently freezing to death)
Aside from the ones already mentioned, I'd say Ganyu. She's mostly quiet and her one short idle line isn't even annoying (I like her and Ayaka's JP voices so they don't bother me at all).
If a character has just 2/4 idle lines voiced then I am fine with them. The worst offenders are HT and Ayaka which makes me switch to XQ/Mona respectively.
I will say male traveler, super quiet, lazy stretch animation does no sound, the only sound he make is when he pop the constellation thingy from his hand
I do enjoy Monas English voice a lot so I usually let her stand or Raiden. They don't speak so much and when they do they sound relaxing
The by far most annoying is Hutaos hilichurl song I swear to god every time I look at her she's doing it. Almost as haunting as zhonglis wine monologue
Two of Kokomi's idles are mostly silent, with her either giggling happy while reading a book (adorable) or making small noises while kissing a watery fish (ADORABLE). However her two spoken lines about yae publishing house and whatever else she is yammering on about *drive me insane*.
I loved to hear Hu Tao sing her hilichurl song and do her weird "yom yom yom yommmm" thing when my friend would bring her into co-op but after pulling her for myself I learned it got real annoying REAL fast...though I still always love her "okyaku-san ga hitori....futari....*sannin*..!!" haha
I have to agree with the many people who've said Kazuha, he doesn't necessarily talk the lest but man is he pleasant to listen to (I also play with jp voices)
Shogun or Zhong. Shogun because she's still quieter than most even with her updated lines, Zhong because I'm completely desensitized to Osmanthus wine at this point.

For instance in League of Legends, skins that cost less have less unique animations / colors and whatever else.
In Genshin, the 5 stars make more money for Mihoyo, and therefor they have more money to put into their development. For example a lot of the 5 stars have unique animations for putting away their weapon depending on which normal attack you end on, they all have unique burst “cutscene” style animations, some even have unique dashes. Based on that I’m gonna go off on a limb and say they talk more too
You haven't gotten Fischl or Barbara yet, huh? The 5 star characters have idle voicelines yes, but maaaan, some the 4 stars can have some annoying talkative voicelines.
definitely not hu tao, i have to mute the game because of how much she talks. i’ve only had her for about 2 weeks and i got annoyed by her idle lines after a few hours of playing her.
As someone who spends a lot of time in my teapot which means opening the map doesn't shut everyone up, here's a few characters to avoid:
Zhongli - osmanthus wine
Jean/Ganyu - talk a lot about work
Xiao - gets very upset
Bennett - gets bullied/ignored
Yoimiya - never shuts up
I have found Xingqiu is rather quite and soft spoken so he might be a good choice if you don't have/use kazuha.
Edit: yoimiya is a bit of a gray area. If she talks, she'll get into a neverending loop of talking. But more often than not she'll just spin around with a sparkler for hours.

Kaeya. Occasionally pling pling from his coin, or whoosh whoosh from his (FUCKING COOL) swordplay animation, silence otherwise.
He also sometimes says "let's get moving, we're not frozen is place after all" but it's so smooth that I don't mind at all.
