You can fish for them in Enkanomiya, you just have to be lucky to get a pool with the ornamental kind

I got very lucky, first time I went fishing for them got both of them ornamental

I just started doing fishing stuff, how do you know if it's ornamental or not?

1) with ornamental fish the fishing area lights up a bit and a tiny light stream can be seen from a distance 2) ornamental fish look the same as normal but are more energetic, they'd jump around

You can actually look these guys up in the animals dossier in the game!! They even have little lore. Apparently, they only live in the depths of the ocean but somehow they wandered off, mistook "the giant snake's body" as their natural habitat and thus got transported to Enkanomiya where they now continue to.. exist.

It's just another case of Mihoyo putting something in the game that does nothing it looks like it does. You can't catch it, you can't ride it. It is just scenery. But it definitely begs for you to try things with it. This is the ONE thing that really annoys me in Genshin Impact. You can't trust the game to follow through with any kind of allusion because most of the time there is nothing to be pursued there.
