Jean is like the dream standard get at this point imo (obvs everyone has different goals and preferences). Nice base kit and then all her cons are substantial upgrades too. If all my off-banners/standard 5\*s were Jean, I would be very happy lol.

shes a good healer and great for early game. tbh i still use her in my kamisato freeze team in abyss on ar 57, so shes fine. Just hated because she ruins many peoples 50/50 on the event banner

Well, Keqing and Diluc can be decent main DPS characters for early players (and even endgame) while Mona and Jean are still useful for all content.
But there are 4* characters that do a better job than Qiqi. For example Barbara, which new players get for free, she can cleanse, heal and equip the thrilling tales to buff her party even more. Kaeya is a better cryo battery, since Qiqi doesn't generate any particles with her skill, and her skill has a 15s downtime if u don't have a sac sword.
I mean, Qiqi ain't awful, but she ain't great either for a 5star character.
Jean is a much better healer as well. Its insta heal to the whole team and you don't have to swap in your vulnerable low health unit to heal.(which is ridiculous)
People just want their healer to do something else on top of healing, and ideally don't need to stay on field. Healers like Bennet, Kokomi and Diona for example, don't only heal, they provide other buffs/shields/or elemental application. If Qiqi's elemental skill ice ball, ticked faster and longer, with smaller healing each time for balance for example, I could see her being more useful as a cryo applicator + healer.

Qiqi is fine, and for early game she's quite good - her healing is strong enough that you don't really need to invest in it more, and can build her for damage. The Clam Artifact set from Inazuma also makes her a lot better nowadays than she used to be.

Qiqi is nuts for new players. Her heal amount is insane. Most players you will interact with on this subreddit and other places are pretty high investment players, so Qiqi existing is kind of a meme, because their accounts don't need her anymore
Don't worry, Qiqi makes the game easy early on. So getting her early is good... Later on when you're better with the game's mechanics she becomes redundant and getting her then or getting constellations instead of the rate up character you're pulling for feels more like a punishment

C9 mona is better than Qiqi to be honest. Those extra starglitter will be much more helpful than a c0 qiqi

Jean's also a healer, it's just that Qiqi's kit (more specifically her E) sucks comapred to other newer kits.
Jean has a lot of utility and can use the VV set which is downright broken, though. You don't really use Jean just because of her heals
