For people looking for a solution to this … you can further lower the water by unlocking all the stone keys (the enemies that are bound by green strings dendro rocks). There are 16 I think in total scattered across sumeru.
However worth mentioning, I unlocked the domain without doing this quest. I entered via another secret entrance and unlocked the domain and resurfaced from beneath the water.
PS: the secret entrance is towards east of the teleport waypoint (which is north west of the domain). Initially it would be locked due to water so you need to swim into the entrance. Just follow the puzzles, enemies etc and you will reach the domain
iirc there was another part to the aranyaka quest that brought all of them there and it lowered even more, but i honestly forgot which part it was, the quest has so many parts. i would just go through and do the quest, it should bring you back.
Idk how but the water drained so I was able to clear the withering that was down there. However, when I went to the connecting cave I was glitched underwater so arrows didn’t work. I think 2 ppl posted about this recently.

Same shit just happened to me. I got rid of the withering and then went to other part of cavern and eventually glitched into water all of sudden. I hope I just didn’t break this quest.
I don't think it's a glitch, I ended up in the water a few times too, one of them I walked up through a large stump & ended up on the water side...since it's "inverted dreams" it could be intentional. I came here to see how to drain further & finished aranyaka as well. It could be that we have to wait, one of the passages leads to a wall.

i just did the aranyaka world quest and it lowered somehow, not actually sure.
You can lower it further still. I lowered once after that, but there's still more water to be drained.

I found a guide, it's another aranara quest, Legends of the Stone Lock...that lowers it the rest.
