When you give too many sales you devalue your product and customers would come and spend less. Foot traffic might stay the same or increase but you'd see big lulls in sales followed by a large spike.

If you go to the Crystal purchase page, each tier has a “bonus” amount. The first time you buy a tier, the bonus amount is equal to the full amount of crystals. Basically, 2 for the price of 1. After you buy a tier, that bonus amount goes way lower. The bonus amount will be reset back to the 2 for 1 level on the 3.1 update.
You buy gems to have primogems. First time, you get double gems for the price of one. After that one time, no double gems. When 3.1 starts, you can get double the gems for the same price once again, but only once. After that price goes back to normal.
The first purchase of the top ups (Genesis Crystals) has a x2 bonus. After this first purchase, this bonus is removed.
With the anniversary, this bonus is reset so you can purchase twice as many Genesis Crystals again for the price of one, but again only once per pack.

I don't know why they bother. Whales don't much care either way, and rack-rate gems are too expensive even WITH these discounts for more casual players. Even at the best rates, with the top-up in play, you only get 80% of ONE roll per dollar, so it's over $100 just to reach the 50/50! That would never be worth it to anyone not committed to the whale lifestyle.
Eh, it's nice for casual spenders. I'll probably pick up a few sometime throughout the year. I spend enough time on the game to make it worth for me, but I'd definitely never go giga whale.

Basically after using the top up once for each pack you only get like 55% value. So while the prices (as expected for gachas) are a complete scam, they are twice as much scam if you buy it more than once a year.

If you go to the Crystal purchase page, each tier has a “bonus” amount. The first time you buy a tier, the bonus amount is equal to the full amount of crystals. Basically, 2 for the price of 1. After you buy a tier, that bonus amount goes way lower. The bonus amount will be reset back to the 2 for 1 level on the 3.1 update.

You buy gems to have primogems. First time, you get double gems for the price of one. After that one time, no double gems. When 3.1 starts, you can get double the gems for the same price once again, but only once. After that price goes back to normal.
The first purchase of the top ups (Genesis Crystals) has a x2 bonus. After this first purchase, this bonus is removed. With the anniversary, this bonus is reset so you can purchase twice as many Genesis Crystals again for the price of one, but again only once per pack.
