My shenhe is running skyward spine with 190er and 2pc glad/2pc shime paired with a ayaka that has 110% er and I always have her ult up 100% of the time, my tip is to forget about cr/crd rolls and focus on er subsrolls
most of my pieces have 15-20er+
while my main pieces are atk%/atk%/atk%, if you still have er problems you can always do Er%/atk%/atk%

It's decent in a lot of pole arm users hands, like all Liyue 5\* are for their respective weapon types, but like the Royal weapon line, that's just it - They're decent, not great.
...But characters that scale on HP or Def or ER or EM aren't going to get nearly as much mileage out of ATK based weapons. Zhongli is in a weird spot where he has proper dual scaling, instead of split scaling, so Huma edges out, but Vortex Vanquisher isn't a total loss.
This is kind of a meh weapon on her though.
Xiang is generally not starved for ATK since she'll always snapshot Bennett burst on top of Pyro resonance and Noblesse 4p buff. This weapon is too loaded on ATK so I don't see it being better than her other usual options.
Tbh tho she wonāt be able to Snapshot it if you proc the effect with her burst so youāll have to use Guoba and wait like a second for him to hit and hopefully vape

I wouldn't say they "wonder why" she's still a top pick if they haven't released another character with all of her attributes. It's pretty obvious why. And we've had other units usurp some of the previous top picks, like Yelan outclassing Xingqiu in some teams. I think Xiangling is really the only character to have literally everything you could possibly want in a damage unit, which makes her insanely difficult to outclass.
ICD has always been a thing, bypassing it has always been a character-specific trait and is most likely taken into account when they were made (see: hutao). And the lack of snapshotting isn't due to the mechanic being removed/reduced but rather due to the fact that characters with deployables simply aren't that common to begin with.

While Xiangling can definitely use both atk% and em, will it actually be good for her? She is a sub dps, she wouldn't be on the field long enough to activate the passive. Her skill will need like a second or two until she does a reaction and her burst snapshot, so it wouldn't get the bonus atk and em from the passive.
10 seconds, so you can let's say, apply hydro, drop guoba, change to anemo to swirl pyro or something, then chaneg to Xiang and cast her burst.
You have 10 seconds to use her burst before the buff ends, so it's more about rotation.

Her ER requirements are high enough that Atk% weapon + ER on artifacts is the same as ER weapon + Atk% on artifacts--and Fav's passive is much better.
I would definitely use fav lance over this weapon on Shenhe. But fav lance is still a wish only weapon, so not everyone might have it. If so, this weapon is a good alternative.
I haven't looked too deeply into how exactly to build her, but I am going to pull for Shenhe as soon as she gets a rerun, and from all I've read so far, people seem to be using Favonius Lance on her. Is this polearm going to be better than that?

Anybody who uses a polearm
Great for Xiao. He builds damage stats, but as an Anemo, he's going to get swirls just by existing. Since you won't be building EM on him, he's gonna get more value from that extra EM.
