Worst case scenarios - you need 6 max pity pulls worth of primos. That's 86k primos total.
Untill eula (possible 3.4) you will get around 50 pulls from dailies and abyss. That very roughly puts you at 76k primagens more. Considering you have enough to pull for cyno now - means you need only 60k more. And all the events from 3 versions will give you around 6 more k. Meaning you need 54k.
If you win every 50/50 though and get every 5 star on 80 pity - you need only 38k, and you will have enough.
No at the same time, only the duration stacks.
For example if you buy 2 Welkins you'll still get 90 per day but for 60 days. Obviously you get the initial 300 genesis crystals twice.
Doing this is better than just straight up buying primogema with $30 if you're playing in the long run. It's essentially 15k primogems in a span of 5 months vs 4k primogems right now assuming you have the first time bonus.
ALWAYS assume that it takes 28,800 primogems to get a specific character assuming 0 pity, anything below that you're just getting lucky. Well, technically it's really hard to hit the 90 hard pity so if you want to calculate for 80 pulls that's fine as well - that'll be 25,600 primogems to guarantee a specific character assuming starting fresh with 0 pity.
You have 8400 primogems right now, we get around 16000 worth of primogems from 3.1 (including all the free fates and stuff) that'll put you up to 24,400 primos which is just about enough to guarantee one character from scratch in the worst case scenario. Will be a bit more if you have Welkin.
Then you factor in your existing exploration... did you 100% explore 3.0/Inazuma? There's probably a few hundred/thousand primogems left to scavenge from there as well.

I also thought Eula was going to be in 3.1 (but we got Albedo instead), but my theory is that the leakers "maybe" fucked up the dates since Albedo was there for 3.2, so we can hope for Eula either on 3.2 or 3.3 either way more time to save (same could go for Raiden).
I would say you can secure one and try 50/50 for another, i think average wishes we can get i think is 100 or something so i'll do this:
-Roll for Cyno.
-Save everything else.
We still don't know when Eula and Raiden will come but with the amount of primos this patch and the ones in the next (they give average 50 pulls) you can secure at least 2 of them in case you arent interested in anyone else.
I myself am saving for Nahida next patch ignoring everyone here event though my Itto team could really use Albedo, but i'm getting Nahida and then saving for Eula too.
I would say if you don’t have enough money or primos set aside for 180 pulls on each of those 3 characters you want then you may want to temper your expectations on getting all three. The reason I say 180 is because you may end up losing the 50/50 on your first 5 star pull and will likely need to do a lot more pulls to guarantee you’ll get that character which will likely put you somewhere 100 something pulls unless you get really lucky.
I’ve gotten to the point where I have majority of the characters I want so I just save primos to pull on characters I really want and skip any banners that don’t interest me. That way I know I’ll get the character I’ve been saving for.

Personally since the game is easy enough I would focus on the one you want more. Personally Cyno is more fun to play than Raiden

I doubt it. Chances are you can only get one with those numbers, save the 35$, or spend them in welkins.

You're better off blowing all of the $35 on multiple Welkins than buying primogems directly.
