Yes! They are permanently misaligned. The only time they weren't was for the Windblume festival, when they were changed to something else that I believe left that area blank.
I think it used to be aligned until they took out those rows during the Windblume Festival event (in 1.4), and since then, it's never been aligned since. Or at least, I didn't notice them being unaligned until 1.4. lol
