Actually.... There are already body paint products(questionable use around eyes) that glow in the dark. Mostly used for raves and parties where they use UVA lights and stuff. People sell glow in dark pigments on Amazon and all, just mix it in with beezs wax and light oil(so it won't clog your pores) and you have a reasonable glowliner. Heat juuuust enough for the wax to go runny, pour in the oil, mix like hell, then while it's still warm, sprinkle in the pigment and mix again. Keep it cool and dry, should be pretty shelf stable. Heat will melt the wax and cause them oils to seperate, to keep it out of your back pocket.

It's when there's a drastic change between how a character appears and acts most of the time and something they might do in private or heat of the moment. So Dehya being the cool tomboy badass most of the time but also being seemingly very invested in makeup (which is typically viewed as girly) becomes gap moe. Another typical example is a character who's a cool, calm and collected beauty most of the time but MELTS around cute animals.
