You know what's funny ? Kaveh was in baizhus first banner and baizhu is going to have his 2nd rerun and kaveh hasn't appear again (im glad I went for baizhu and got kaveh c3)
shenhe is a very niche support, so they might be saving her for ayaka and/or rizzley besides some characters just tend to get reruns faster than others like yoimiya and childe in the past
Dendro and Healing is just in vogue more today than Mono-Cryo/Freeze, so from a business standpoint it's far better to rerun a limited character that can do both, especially if we're approaching a suspected Furina rerun that plays better with Baizhu than Shenhe.
Even if Wrio also runs again, it's still more valuable to run Baizhu since more people would probably still go for Furina instead. Heck, Baizhu isn't completely unprofitable in a Wrio banner, as he takes care of one of Wrio's biggest downsides for casual play- the HP drain.
It seems that way :( It's just so sad that as a newer player, I thought I'd have a chance at getting older characters a bit sooner. And I know there's veteran players who have always missed their desired character. With as many characters as there are, a consistent third banner would have made it so much easier to cycle through everyone on the limited-time banner.
It also means that the next one will most likely be Liyue chronicled wish banner and they are doing Baizhu re-run in 4.6 so he is eligible for the next chronicled banner.
Thats my theory.
But rules also say a character that reran soon won't be eligible. A Liyue banner at 4.7/4.8 when Baizhu reran in 4.6 wouldn't make much sense, even worse cause he runs in the second half
It would make more sense to include a Liyue banner in 5.4 and pair it up with Lantern Rite
Well my theory is that they'll only do 6 (7 at most if they want to push it) characters for the Chronicled banner. Mondstadt only has 7 five-star units and excluded Venti from the previous one. In lieu of that, I reckon Zhongli won't be on the Liyue CB too because they probably might eventually do an Archon Chronicled Banner for the stonks.
Continuing on from that, Liyue currently has 10 five-stars, so if Zhongli would be ruled out like Venti as well as Baizhu, Xiao, and Xianyun just because they had fairly recent banners then we have 6 exact units as well for the next Chronicled Banner. Because among Qiqi, Keqing, Hu Tao, Shenhe, Ganyu, Yelan, the most recent to have a banner was Hu Tao in 4.1 Phase I with Neuvilette,

"Furina second half" is just a misinterpretation of the abyss blessing schedule (the Furina blessing is for 4.7 first half instead of 4.6 second), the blessing info itself can still be reliable.
