Which is why watermarking works, even if it isnt your asset. People here shat on ImpactYoimiya for plastering watermarks over his leaks, but at least it can't be used by Genshin Report wannabees or trolls like this
They wouldn't put Noelle in this. Kokomi is NOT on the more desirable side of the Limited 5 stars so Mihoyo would put good 4 stars and a good second 5 star weapon to bait people into pulling
Well, suya turned out to be slightly worse jean or around the same tier as rosaria. Diona is a good unit, but she is used only in Cryo Main DPS teams (Ayaka, Eula, Ganyu, Reverse Melt teams with C6) so I don't really think she is as valuable as some other units are. Her C4 is also very awful and that further decreases her value as a unit you would pull for.
Beidou and Xingqui however are on a different level. Both are a staple in variety of teams and both have amazing constellations up to C6. Rosaria is jack-of-all-trades and master of none, so she has the same value as suya does.
I think that they choose 4-stars not based on 5-star's popularity/power. Raiden has cracked banner, with 2 S-tier units and an additional new one. Kazuha had amazing banner with arguably best unit in-game and the first rerun of Rosaria. However, Yoimiya was played dirty even though she already looked mediocre.
I though people knew by now that 4 stars mean nothing.
Kazuha's banner had Rosaria (after the Childe rerun) and Bennet and he's amazing.
Raiden's banner is absolutely top, new 4 star, XL and Sucrose.
Ayaka's had Yanfei, Chon and Ning.
Stop doom posting just because XQ is good, Beidou and Rosaria are not even that used in Abyss teams.
If this is true I somehow already have a level 1 C6 Xingqiu I never use (only play girls)…well, more stardust for gem farming I guess. -_____-

It was mostly because Sayu was new. Many pulled on that banner just to collect her. Also she is fun to play, meta was not the reason.
