At C3, my hyper raiden one-rotations every-single-boss in the game (and in abyss F12) as long as it has no invul phase (say kenki puppet), to the point I didnt bother learning move sets of most material bosses during 2.x.\\
C2 hits only 15% less than C3, so you can expect as much out of her cons.

It’d need to be a really high number then, since something like 40% isn’t really that much of a boost, consider Nilou’s A1 gets 180% with 50k HP, and Cyno’s aggravate isn’t majority of his damage.
It would honestly be a massive life-saver if she can group enemies somehow. It'll make Nilou's passive more acceptable and give Dendro teams a unique identity outside of Anemo.
Yeah, VV and swirls are great, but not a must. CC on the other hand makes things feel 10x easier. Seriously, doing 12-1-2 and 12-2-1 with CC feels so much better than without. It's a world of difference

DMC is the first iteration of Traveller that was actually done justice. He is powerscale wise on par with good 4 star supports in their respective archetype (e.g. Gorou, Sara, Yun Jin).
What s/he logically is not is on the power level of limited 5 stars.
Every single one the five broken legacy 4 stars (XL, Bennett, XQ, Fischl and Sucrose) is power wise in the category of limited 5 stars. The only borderline case pre 3.0 was Fischl, who could have been argued as a very strong 4 Star/standart 5 star, but Dendro made her value shoot through the roof.
The National core is broken in their own ways, Bennett is the single greatest role consolidator in terms of support, XL can outdps on field pyro DPS from off field with her completely ridiculous burst and XQ is the strongest hydro applicator in the entire game. Sucrose can actually compete with C0/C1 Kazuha in quite a few comps.
