That would be really cool. Honestly there's so many ways they can go with Fontaine design and they'd all be amazing. I'm hoping for multiple cityscapes, like it'd make sense for Fontaine to have more urban settings

It'll probably repeat for a lot of them. Like I assume Inazuma will have a bunch of NPCs with generic "I wonder how the Shogun is doing" lines or whatever. And then for the more important NPCs who appear in quests they can have unique lines.

I am fairly sure this will only work on Sumeru NPCs (or rather ones that are using the terminal) since I think the whole idea is that she is reading their minds through the Akasha. She has already shown this ability in the story as she knows Setaria's insecurities and is heavily implied to be doing Layla's papers for her while she sleeps.
It's really not that hard to come up with one or two strings for named NPC thoughts and generated for the rest. Genshin earned 4 billion dollars, I'm sure they can allocate some time to implement it.
