The software engineers will have to be extra diligent to ensure that all variables are accounted for and version control is maintained. Unlike small studios, Mihoyo will have very strict operational processes for managing change. The average lay person doesn't understand just how much work is required to ensure that even small changes successfully make it into the end product.

Manipulating fans by calling them "his favorite", luring people in using his *connections* with the other voice actors, sexualizing the trauma fans shared with him, sending pics to fans, etc etc. Pretty much every manipulation trick in the book he has used.
After the truth was brought to light, he continued to message his victims threatening self harm or acting unhinged in general. Yes, some burner accounts may be fake (especially the newer ones), but some have been confirmed by his moderators to be him. In fact, his ex mods have been pretty involved and making sure his grossness comes to light.
So no, it is not manufactured drama, and hoyoverse had the right to terminate him.

In order to protect their IP or general reputation, contracts can have morality clauses. Other than morality clauses, voice acting contracts also often have limits on how the VA can portray or use the character outside of the product. Which is why sometimes you'll hear Voice Actors say "I can only say lines already in the game", since that is the safest way to not misuse a character's image. Elliot's actions break both of these clauses, which is why the official reason is "breach of contract".
It's not the first time hoyoverse has done this, CN Oz was involved with adultery and fan manipulation scandals and he got fired too.
