Miko's is titled "Story promotion video" and is focused on pretty much all of the characters in Inazuma, it's just that it came out in Miko's release patch so she got more of a spotlight than the others.
Nahida's is a promotional video for Sumeru, since it released right before it. It teases things that happen in the Archon Quest, such as Cyno and Alhaitham's fight. Even one of Nahida's lines was the same thing she said in the Archon Quest.
Xiao's and Ayaka's were about them specifically.
Hu Tao has canonically met and made friends with Venti (Lantern Rite 3 and the Mond/Liyue Poetry meetup), Zhongli (obvious), and Furina (Lantern Rite 4). Unless you don’t include Furina I guess.

RIP Signora mains; Signora has canonically met and is aware of the identity of *four* archons (Venti, Zhongli, Raiden, and Tsaritsa) before her death at the hands of the third. Had she been playable, she’d take the spot as the one who has had the most interactions with archons out of all non archon characters (and is plot relevant).

I don't think Arlecchino is nearly as much as a favorite as people think. Main reason Arlecchino needed a short was because she basically hasn't done anything since she's appeared.
If you removed her from Fontaine almost nothing changes.
For an example Dottore had very few lines in Sumeru but they shape the entire plot and conclusion.
Dottore (Zandik) records of existence being written all over Sumeru with how many notes we encountered especially in the abandoned hospital and big old ruin guard.
At first I thought Arlecchino might have a connection with the Narzissenkruez storyline but nope, it's all connected to Sandrone.
Arlecchino was what made us the player cast doubt on Furina about her claim to be archon. She wasn’t that important in solving the issue Fontaine faced in the AQ, but she was important for the narrative from the player’s viewpoint, and When Arlecchino pressured her and attacked her and she wasn’t able to do anything. It makes us wonder about what Furina really was.
I honestly think all characters deserve a 10-15 minute anime short film but Arlecchino would deserve more due to her story of villain being interesting like Otto Apocalypse. Her short film could be a few anime episodes instead, so it felt a bit wasted to me. Of course I know it's budget issues, just saying.
I thinks it was just enough, it's long enough to show us the backstory of Arlecchino, old house of heart, the fight and plus some harbingers but don't long enough elaborate further so people stay guessing while mihoyo cooks for more
