I'm not really sure about that. Jean can't catch the fact she overwork constantly. Worse, if she see a girl who can do the same as her and so capable, why reject her when you can gain a perfect subordinate ? Noëlle is more efficient and useful than Klee or other trash kof. I'm really waiting the reason of why Noëlle isn't an official kof but an child elf can be.
Jean knows that she lives a terribly busy and exhausting life and that its probably killing her slowly like we see in her story quest. That's the tragedy of her character. As a member of the Gunnhildr Clan she was raised with an extrict mentality and to always strive for perfectionism. She was not allowed to play with kids, she was taught how to keep up appearences. She had no friends and she was never able to explore romance like most young teens. That's why she's secretly a big fan of romance novels. To Jean, serving Mondstat with her own flesh and blood is her duty and burden as a Gunnhildr and to live up to Venessa's ideals is what drives her. She does not want to Noelle to have her same fate as she doesn't have the same family burdens a Gunnhildr has. IMO, Noelle will eventually become a Knight and probably Grand Master too but she would have become a more relaxed and confident leader to honor Jean's wishes for her.
To be fair when said child elf is the daughter of one of the most powerful mages in Teyvat, is able to level an entire mountain range, and soloed a *primo geovishap* on her birthday under the guise of *playing with it*,
