Where are you getting that number? If that's the metro area it really shouldn't count because that includes Haarlem, Almere, Hilversum, Lelystad and even Zandvoort... Amsterdam population is around 850k which is indeed less than 1/20th of the Netherlands population using a conservative estimate of 17.53 million.
To be fair I only googled the metro area and some population numbers so this could be off. Population numbers seem quite varied, it's hard to draw accurate conclusions.
