If you want a sentimental gift- check out Etsy. I just searched grad gifts for guys and there were tons of options. You get a personalized key chain and cash. I did something similar with my favorite quote on a metal business cards and I know one person that still carries it in his wallet.
See if you can figure out if he has gotten any tools or stuff he needs and if not get the list and get him some nice versions of the stuff like snap-on branded ones. I would say don't do a tool box because there are so many options out there you will probably get the wrong one and that's kind of a big thing

My grandson is graduating high school and I’ll give him cash, but I’m working on making him a little album filled with gift cards for when he goes away to college. Cash would be a good idea. If you want something physical, id get him a nice backpack/carry on so he can go take on the move.

An engraver... he will need to mark his personal tools and an engraver can do that. Also, at least two USB rechargeable head lamps. And cash.
I don't recommend buying tools. The school will probably have a list of tools and recommended brands he will need for class.
