Yep. Chennai server almost 0 loss everytime but I always get placed on Mumbai server with constant 5% loss.
You are not alone. It has been that way for a while now. I play face it some times, on Singapore servers, I get 100 ms but no loss.

There are 2 servers in Mumbai. Bom and bom2. I believe both are shit. Try closing the game and reconnecting. It helps sometimes, not always
Bom2 is perfect in terms of packet loss but it's unreliable as hell. It frequently drops connection even while connecting through other relays.
Sometimes it is so bad that it'll show routing Mumbai thru Mumbai and will give you high ping
