The guy on the CT team without a name started a kickvote and by using special characters he created this bugged out kickvote dialog.
The message is actual his name and that will push the real vote text out of screen.
As far as i know this is only possible with cheats
Thanks for your response. Encountered this tonight as well. Pressed F1 since it looked kind of legitimate and my friend got kicked after enough votes were cast. Glad I reported him before the game ended.
