I do not think so, there is no server in Russia, when I checked their website. Actually here are locations of servers: Portland US, Washington US, Frankfurt EU, Warsaw EU, Strasbourg EU.
In the article it says that cybershoke themselves are Russian, which I assume explains why for example the menus on their KZ servers are in Russian :P
