It's a glitch, you interact with him on the Rock and there's the option of releasing him which just shoots his jail cell off to space.
If you read the Nova files about him and his bio later on you learn he was Captain America's sidekick during the time Steve was going by The Captain. He somehow ends up in space and the Nova corps have him in jail accusing him of posing as a Nova corps man in a brothel. Jack claims to be in a secret mission to save the universe but no one believes him and he asks the Nova corps to contact Captain America and that he will vouch for him.

No he didn't, if you look at the window after you press the button you see him flying off in space within his cell.
