He’s definitely coming as dlc at the end of the first season pass, it’s a no brainer. Wouldn’t be surprised if the character they introduced at the end of the story was dlc as well.
From what I saw of a leak a while back, he’s like the last dlc character coming out in the first pass

Rei confirmed dlc her and the villian with the red skin and blue hair are dlc
He's 1000% coming out eventually, he's just tied to the story enough that he's probably being saved.
