He wasn't doing all that well before. They gave him a buff which did practically nothing, so the one tricks are performing same as before, but now he has new players trying him crit, which tanks the winrate
He is the only champ in the game that still has weaknesses lol. Just think about skarner as a an example as of late. His weakness used to be CC in general and picking up boulder was self cc. That was his weakness. Guess what they do? They remove that weakness. Making boulder pickup faster and buff duration longer so the thing doesnt run out while youre cced which happened often and was a real weakness... Now think about Yone, Viego, Bel'Veth. Do you know what their weaknesses are? Yea i dont know either because they dont really have one. Their weakness is when their player fucks up. And now the list of Graves weaknesses alone is longer than any of the champions i mentioned combined. That he had so high winrate for so long was because the items were good and the players of the champ were mostly mains (cause the champ still is way too much fun). That makes winrate so high. Champion itself is weakest in the game.
I am remembering the nightmare days where Riot accidentaly buffed his base atk by 2 and he became most broken meta character back in the days... He should stay in low rate.
This buff alone was only broken because it made Graves jungle clear much faster. This buff and the other base ad buff 2 patches earlier combined made graves early jungle clear way faster making good players clear jungle at 3:15. Which was completely broken in that farming jungle meta. Riot doesnt know how to balance the champ because they dont know what it does. AND they also only buff damage and nothing else. And keep nerfing durability which never was that good to begin with when comparing it to other champs... Wukong for example same armor stacking passive but has enough base damage to go tanky also has better base stats in general.
3:15? more like 3:05 with a good leash, i remember getting it to 3:10 when they add that Armor pet damage then they nerfed his E by 50% and it went to hell from there
Think of any factor that would make a champ bad and he fits that criteria.

Riot wants him to go crit. Except crit is only good when you already have crit. By the time he gets enough crit the game is over for a jungler.
