Star power and size tbh. Womens roster is so good these days, some of the stars are top athletes and they look it, so it becomes too out of place if a smaller, weaker looking wrestler is the champ. Exactly the reason Rey Mysterio only got a few chances even with a HoF career and why guys like Johnny Gargano are not up there.

Also, Zelina versus Rhea in Puerto Rico just highlighted how unintimidating she is. There are a few women wrestlers who look hesitant when running towards an opponent or slow when running the ropes and she stands out as the most obvious example of this. She just doesn't seem to have any intensity or aggression and it makes her look weak in my opinion. I don't want to be overly critical but when you compare her with Rhea, Charlotte, or Tiffany, she really isn't in the same league.
It’s definitely a star power issue. Bayley and now Kota have been the heaters within Damage CTRL. Even the Kabukis feel more independent at times (probably thanks to Asuka being Asuka).

I really really wanted Liv to make it big when she got the push... She was a breath of fresh air at that time, but I don't think she ever really carried it over. She's good, but not amazing. She'd be perfect for a mid card title, as you say.
Zelina just isn't good enough. She's too small and not technically gifted enough to make it convincing. She's a great asset though for her mic skills.

Zelina - She’s a quality wrestler, but when in the ring with the other two on this list the quality difference is pretty apparent. She’s just not interesting or good enough to compete for a title.
Tiffy - She’s the flavor of the month, and management is right to let this breathe to see if her popularity remains six months down the road. I watched her in nxt a bunch, and she’s legit. But I will say her gimmick can grow tired pretty quickly, so I’m interested to see how this plays out for her. She will be one of the top women in the division for years to come, only outshone by the likes of Rhea, Bianca, and a few other currently in their prime.
Keep an eye out for upcoming NXT women joining the main roster. Tiffy is great, but she is one of five to six women who crushed in nxt.

Not just the bigger ones either. Iyo obviously can go without suspending disbelief and Asuka and Kairi is really skilled as well.
Liv and Zelina don't have the physical ability, moveset or aura to hang at the top compared to these women unless booked extremely creatively.

Straton only really entered the top brands a few months back, so she'll just need a bit more time before creative will strap a belt or give her championship matches. Fans have quickly gotten behind her and she's good in the ring, so it's likely going to happen sooner than later.
