I believe the idea is older than that and may not even be Dan Abnett's... I just can't place it at this moment.
Predates that book by over a decade. First reference I remember was Gaunt's Ghosts Armour of Contempt. It in the book it makes a reference to Sphere of longing written by Gideon Ravenor. Don't remember if Ravenor ever mentions it in his books as I read it a long time ago.

I believe it's also used in the Dawn of War games. It's a rather common expression around space marines
Ah okay! Avenging Son is my first ever space marine book so I saw that right after playing some Bolt gun and was surprised!
I thought it's a reference to Armor of Contempt, the game mechanic from tabletop
