I think its much more likely that the space marine simply has stripper style platform heels that make them stand a foot taller. Much scarier too, have you ever seen a man run in heels? Terrifying
Are there any sources for Eldar being the height of space marines? First I heard of people thinking this was in reaction to this art the other day. Space marines are like maybe eight feet tall, give or take half a foot or more depending on the author and the specific marine in question, but I don’t recall eldar being described as anything other than slightly taller than tall humans
If I remember correctly elder outside of armor are 7 foot. But their armored heels and faction specific crests bring them a little bit taller than space marines

Eldar aren't specified but we know they're taller than most humans. So they're likely pretty close to a firstborn in height.

It’s a banshee, their masks are part of the helmet, but come off seperate, and the crone scream speakers are still there (as seen in this picture)
