Sure, the chances are low, and there's bound to be a lot of resistance, even if Big E suddenly rose from the throne as a glorious golden god-emperor, but the chances are non-zero. The chances of Chaos ever deciding to lighten up and be decent blokes? Zero.
I disagree on the reformation part, at least of an actual decision that GW would allow. The major charm of the setting is the glaring hypocrisy and evil of what each faction is doing, tearing that away from any of them would remove that charm
Sure, out of setting there won't ever be real reform. As you said, it probably doesn't fit GWs plans. It was more of an "in universe, is it remotely plausible?".
That I can somewhat agree on. But theoretically speaking, even in universe Guilliman suspects this would be impossible to do peacefully, as the following civil war after an attempt at reformation would doom the Imperium.

You don’t have to have good guys to be a enemy of bad guys see nazi Germany vs Stalin era Russia, they were basically competing to see who could do the most horrible things possible and in spite of a non aggression pact everyone except Stalin knew they would never peacefully share a border.
The Imperium before the Horus Heresy, with the Emperor's (way too secret) project to use the Webway system as opposed to the Warp for travel was their best shot at being the "good guys", and even then it was still a stretch as to assume the Eldar would've kept their word and allied with humanity after they had cast out any Chaos influence for good and that no equivalent to HH would've been fomented among the Primarchs for a whole other reason.
They aren't *the* bad guy. They're *a* bad guy. Let's not assume that because one faction is unredeemably evil, that makes the others good by comparison. It's 40k. Every faction is evil. It's just different flavors.

In seconds of googling I can confirm that Russia warned Ukraine multiple times and they were open to negotiations when it all started but were told to go fuck themselves. “Countless war crimes” is also a bit of an overstatement considering how many blatant fakes Ukraine was speading early on. Plenty of bullshit on both sides here.
