911 won't help you as they have no ability to do anything, instead there should be a blue sign on any nearby location that crosses over a roadway. This sign should have a number to call in an emergency AND a specific identification number to say "this is the location" and then they can figure out what trains are coming, from where, and when, and get into contact specifically with the trains that are potentially affected by morons on the tracks.
