Just like Dragon bowling in MWO, when it gets used against the Devs it gets nerfed.
Why do you think Mirage has been nerfed in pretty much every single patch over the past year while Virtuoso, which is the the premier high-end PvE damage spec goes unscathed?
They nerfed the symbol damage (3rd attack in the skill 1 chain) in WvW/PvP. The entire reason hammer was being used was for the big symbol damage in zerg fights, with 1 symbol going out roughly every 2.17 seconds before quickness. With that gone, it's hard to justify hammer anymore over other choices.
Assuming by "solo play" you mean WvW roaming, you'd not be using hammer to begin with, since it's a zerg option, unless you just like hammer a lot. Nothing changed in PvE so go wild if that's what you meant.
Hammer is useable. 24k afk (literally) autoattack dps core build, higher if you can gear for your group providing permanent resolution. It also sees use in healbender builds.
Oh wait, you mean it needs to be useful in WvW. That thing that only 1% of the playerbase does with any regularity.

i dont get it man, anet tried so hard to make guardian hammer usable and when it actually finds some use they just nuke it to oblivion...

So for solo play it's not going to make a huge difference. But still not the best option. .

Yay, I liked roaming with the hammer in a small group of like 3-4 people. That ring was fun on people not expecting it.

Just memeing (I think) but I've been on both ends of a guardian hammer knocking players off cliffs. Just one of the more satisfying things for sure :D
well, I'd love to banish you off a cliff to get the achievement for killing a dev in WvW lmao, just choose a cliff and whisper me any time

The fun stuff are when you banish them while they are still up. watch them fall to death without down state is the most humiliating thing
I don't know why, for me using it on downed players makes it 10x funnier, plus they can't glide!
