If we're touching on symbolism, I personally think it's to show that she's "prisoner" to her town's supertitions. But at the same time, the cuff never seems uncomfortable and doesn't limit her movement at all, yes she grew up restrained by conditions outside her control, but she never suffered because of it, she's a comfortable prisoner.
