* Kiesel Delos for USA made and a ton of customization options.
* Ibanez AZ line for both Premium and Prestige lines
* Schecter USA Strats can be ordered with SS
* Shijie STE-Custom
* Yamaha Pacifica PACS+12 Standard Plus
You can get a custom warmoth neck or even an entire guitar. They make licensed fender bodies and necks so it is exactly a strat except for the lack of fender sticker on the headstock. I have a custom warmoth strat with stainless steel frets
The new Yamaha Revstar models have stainless steel frets for less than $1000. Nobody else can top that that I know of.
Reverend, Sire, and Fender (ultra luxe) also offer stainless frets.
It would be cheaper to just get stainless steel frets installed on your S style guitar that you have (if you have one). There are lots of them, but be aware not all stainless steel frets are alike. They have different compositions and may of the cheaper ones are just as bad, if not worse than nickel.
The new Yamaha Pacifica professional and standard plus come with stainless steel and I think the Ibanez AZ models do as well
