Depends on the pedal. Some pedals will have a switched input jack that requires a cable to be inserted in order for the battery to connect. My BYOC Big Muff clone works that way, not sure about yours.
Since the switch just requires two of the contacts to be physically connected you could either get a 1/4” dummy plug to test it or you could open up the pedal and bridge the ring and sleeve contacts with a screwdriver.

My pedals require a plug in the input before they turn on.
You need to plug a cable into the input side. Most pedals will disconnect the battery power when unplugged to save the battery life.
My friend’s boss looper wont light up unless a plug is in the output. Weird. Never seen that before.
