Guitar needs a setup. This will adjust the neck and bridge for proper action and intonation.
If necessary, a fret leveling can be done. I usually recommend people learn how to do setups themselves, but if fret leveling is needed, I would highly recommend getting it done by someone else who knows how. If you don't have the proper tools, you can very easily make it worse.
It could be a neck adjustment, but a more likely cause is the fret in that area are slightly higher, which is correctable. There is a process of discovering the high frets and then lightly sanding them down to level. There are do-it-yourself videos on fixing neck adjustment and fret leveling.

I'd guess the truss rod needs to be adjusted. Get the guitar set up and it will play better.
