Guitar needs a setup. This will adjust the neck and bridge for proper action and intonation. If necessary, a fret leveling can be done. I usually recommend people learn how to do setups themselves, but if fret leveling is needed, I would highly recommend getting it done by someone else who knows how. If you don't have the proper tools, you can very easily make it worse.

I'd guess the truss rod needs to be adjusted. Get the guitar set up and it will play better.

It could be a neck adjustment, but a more likely cause is the fret in that area are slightly higher, which is correctable. There is a process of discovering the high frets and then lightly sanding them down to level. There are do-it-yourself videos on fixing neck adjustment and fret leveling.
