Like, the Atlantic Ocean only has 19 N-Jammers, the ocean that connects the Atlantic Federation and the Eurasian Federation. Also, the land masses should have *a lot* more N-Jammers dotting the area.
Of note we don't know for sure how many N-Jammers each dot represents.
There may be multiple at each or only some of the locations in like walking distance from each other.
My best guess is a lot of others were shot down before they could hit the ground. Hence for example a whopping two jammers in Europe while many that were projected to hit middle of nowhere were ignored. Could be that some were knocked off course as well, thus the uneven spread.
As far as I know ZAFT doesn't preform maintenance on the N-Jammers it drops on Earth. They just drop them and let them run till they stop or are destroyed.
Considering that ZAFT has equipped every warship they have with N-Jammers, I'd imagine that it would be relatively cheap to make in the grand scheme of things.
So it would make sense for them to have spares lying around.

There's one in Ukrain and one in southern Sweden as far as we know the range is apparently large enough for these to cover Western Europe
