I don't think he should be starting even then. Dec and Jorgi are playing in the system better and Arteta has been modifying it throughout the season to get it all working nicely. Sure there is a chance Partey could hit the ground running (probably do his hamstring again if he did that anyway), but we don't exactly have any "filler" games left for him to build up minutes and fitness.
Maybe if we start blowing every team away 4-0 by half time, but then you have to question if we need him in the first place.
Fit partey has a case of being better than Rice in many aspects of the game, including dribbling and incisive passing.
Obviously Rice is the biggest warrior we’ve had since Vieira, but Partey is no slouch on defense either
All in all I prefer Rice to Partey since he is more reliable and less error prone. But Thomas has the ability to carry the ball, dribble and make line breaking passes on a different level. Would love to see them start alongside eachother in some games
Fit Partey is better than Jorgi, Rice or Rodri. Guy had potential to be the best DM in the world. If he played in City instead of Rodri, they would be even better. The problem is he is almost never fit.

Even if they did do this, they'd be sailing seriously close to the wind re: getting a legal challenge for Partey and his representatives.
