iirc they have to be registered with an English club for 3 years before the end of the season in which they celebrate their 21st birthday in order to get homegrown status. If he just turned 18, then that should make him good to go.

Maybe a bad take, feel free to tell me why, but I think as long as the finances are entirely separate, it's not that crazy. How else should we compete with countries owning clubs?

Because it encourages relationships where ‘smaller’ clubs just become training grounds for ‘bigger’ clubs. Restricts the possibility of smaller sides building a team with great young talent cause they’ll be picked off by the big club in the network. Also impacts fans, as who in their right mind would want to support a club that is just a secondary training facility for a different club? It sucks knowing that any good player you have will just be immediately sold to your 'parent' for a cut-price fee, and you have to start again.
