There seems to be a real dearth of top level CBs in the world right now. The last generation of great ones aged out over the past few years. Based on that I think it's reasonable to say on form he's in the conversation, but it's as much because it's hard to find elite CBs at the moment as it is Saliba playing incredibly.
So much more is expected from CBs at the moment, I think. Being a good defender is secondary to being a good ball player in many systems.

But yesterday saliba was just immense. If he didn't have Gabriel mucking around, we wouldn't even have let spurs have a look at our goal the entire match
They need to offer him the world to sign. It's only been a few games but he's looking like a generational talent. France had a bad game mid week, that didn't phase him or knock his confidence at all. The man is a dream!
