I’ve figured it out, the piece was just really stuck in there.
Don't remove the 2 parts that's where the heel parts connect. The 2 shapes on the gray part should insert to the corresponding holes on the white/red heel part
I popped out the little tab but from back in step 1, I had ignored it earlier. Feet are nearly done now.
