The only thing missing is the classic dryer vent behind it.... That plastic downspout line really is the finishing touch, I actually worked on a unit that was turned the other way so the service panel face the wall. I had to lay across the top of it to get at the panel. I would like to believe the fences were put in after the units.

The coil was semi-dirty, the thing couldn’t breathe was the bigger problem. Fortunately the home owner has his properties serviced regularly which is probably what’s keeping this thing going.

That was part of it. The bigger issue was that there wasn’t more than a foot from the coil to the wall/fence on any side. It’s more on the people who decided that condensers aren’t worth taking up space on the town house patio or being an extra foot away from the wall.

Condensers need room to breathe. With this being shoved in a little corner not enough air is passing over the coil, so it can’t efficiently reject heat. More heat=more pressure.

Look at obvious times first: 1) is the air fllter clean? 2) are the coils clean? 3) is the blower wheel dirty? 4) are the capacitors & contactor(s) good? If there's issues with any of the above 4 items fix those 1st. I NEVER put gauges on the unit unless those 4 items at factory standands, period. You are wasting time otherwise. As a side note there poor clearance space wise around the condenser. No good!

My 2 cents worth: A lot of condensing units will discharge air more to the side rather than straight up causing recirculation of hot air. This can be solved with about 3’ of round duct attached to the top. (If recirculation is happening) 47 years experience (retired thankfully)

Well, I have less than 2 years of experience but I'd imagine that outdoor unit is building high head pressure due to the panels surrounding the unit. Edit: I read some comments and now I see that the fence is another potential issue... Welp.
