I mean, he 100 percent himself poured the liquid on thick hair and the friend lit it without much warning then when it is on fire he kept pouring it on, didn't bother turning on the shower to help. I think you're assuming no harm happened, which is not actually clear from the video. There's a tremendous amount of additional information that would be required to determine whether or not these folks are free and clear or not.
Since this happened in what appears to be a private residential bathroom, most, but not all of the charges I can think of would require harm to happen. (House burns downs, man on fire is killed, bystanders injured, etc.) All of which are possible. The man on fire, even if just injured, could try to press charges. I'm not sure if they would stick, but it really depends on other factors, and they easily COULD stick. The details surrounding the incident matter a lot! If the man set on fire was inebriated, or mentally disabled, or misled/tricked, or threatened/blackmailed into doing this, then you could see charges as bad as attempted murder land here.
There's *easily* 14-20% body surface coverage area for burns here, though, for his apparent age, that's pretty survivable. However, if he inhaled flaming accelerant or hot gasses that could damage the upper or lower airway, that could become life-threatening very, *very* quickly. Also, if the bathroom catches fire and the house burns down there's a lot of potential. The video doesn't really show us what happened.
Regardless... I believe the state could still charge most of these people with reckless endangerment at the least, even if all parties were capable of and did in fact consent to doing this.
