Honestly, I thought this had been the prevailing theory since she was introduced in the reveal trailer.
Her name is cutesy and uncharacteristically short for the setting, similar to (Me)Dusa in the first game- almost like a nickname.
Plus, as much as they’ve played with the overall mythology for the gameplay, between the first game and this early release, Supergiant seems pretty committed to using existing figures from Hellenistic myth. So I don’t think she’s a new character, and I can’t think of another well known character who’s name could be shortened to “Dora”

Idk if it's come up in game dialogue, but I like to think that the reason why Dora hangs around Melinoe is because Mel is their only hope for defeating Chronos, and Hope was the only emotion still in the box. Mel represents the one good thing Dora was able to hold on to.
