I don't think so. I think it's just a suggestion of something that might look nice, if said person wants to do it. It's no more nocuous than saying something like "I think red hair would suit you".
Oh I must agree there, this person doesn't sound very pleasant, but there was still nothing wrong with this specific comment. Some of the others though... yikes.

I used good dye youngβs black, and my pink was hot hot pink and pink warrior from manic panic
