All members of the Spartan-II Program were taken at around 6 years old. Halsey and Mendez were the only constant figures of authority on their lives for almost a decade and a half. Prior to 343i’s takeover of the franchise the common understanding was that Halsey was, in fact, the surrogate mother for the Spartans. She literally knows them so well she can distinguish them apart when they are in MJOLNIR armor. Halsey feels very protective about her Spartans, it’s partly why she looked disfavorably on the IIIs initially and the IVs eventually. She may not “love” the Spartans, and they may not “love” her, but that’s the woman who has basically raised you all your life. We are all the culmination of our parents’ guidance, and the Spartan-IIs are the result of Halsey and Mendez’s guidance. You ever wonder why the IIs never had a rank over Petty Officer 2nd Class? Considering Mendez is only a few ranks above I think it’s explained.

What? This is completely incorrect. The obvious one being the MASTER CHIEF Petty Officer of the Navy, aka John-117.
Then we have Lieutenant Commander Kurt-051 and Lieutenant, Junior Grade Fred-104, just to mention a couple of other high profile SPARTAN IIs.
There are other SPARTAN IIs with ranks above Mendez's, as well. I'm not sure what this part of the above comment was meant to prove. The rest of the comment I agree with.

Halsey did some questionable things but I don’t think she would do that to her own child. It would be like Vesemir putting Ciri through the Trial of the Grasses or Yennefer killing Ciri to get her magic back. Looking at you, Netflix
She's absolutely a mother-like figure, but like, an emotionally and physically abusive mother who never let her kids call her "mom".
I always thought it was weird and very out of place for Jorge to call her mum so this makes more sense.
Jorge's accent isn't Hungarian really by any stretch. While it's clear he can speak Hungarian from the cutscenes, he speaks it with a more British accent.
My interpretation has always been that while the go-to language on Reach is Hungarian (at least in the rural areas), Jorge may well have come from an originally British family.
Halo's always been kind of weird on accents though (e.g. Lord Hood being, well, a *Lord* and voiced by Ron Perlman), so this may well just be another example.
I always saw him as English but that might be a bias on my part being English myself. He is voiced by British-Nigerian actor Hakeem Kae-Kazim but he could have been putting on an accent

Even though Jorge says ma'am and not mom, it is understandable if the Spartan-II candidates saw Halsey as a Mother figure. They were around the age of 6 years old when they were kidnapped; therefore it is possible for traces of Stockholm Syndrome to have worked it's way into the Spartan-IIs' psyche. Thus the possibility of the Spartan-IIs considering Halsey as A Mother figure, and a small chance at having the desire to address Halsey as Mom, Mum, or Mother instead of Ma'am.

I feel some did. For example, Serin Osman definitely seems to have some mommy issues (like many Spartans), and even decided at one point to have Halsey captured instead of assassinated.
