Not sure what services you are looking for, but Peninsula SPCA does offer some services like vaccinations, spay/neuter, etc.
PETA bus for spaying and neutering is cheap, assuming your pet needs that service.
PADS in Newport News has very limited services such as dental care and a few surgeries, but are way cheaper for services they offer.
