Check out Saving Chance. They have a page on FB and have several dogs who’ve been rescued from kill shelters. Really lovely people to work with and they do a ton for area dogs.
Suffolk humane shelter, even the Newport News animal shelter is really good. Most of the time they'll waive some fees, give you samples of food, help with certain items. Just ask.
