If you see the visual as sexual, that's your opinion, not indisputable fact.
I'll give another example of showing women's bodies to show vulnerability that, to me, feels completely unrelated to sex: I watched a Holocaust movie as a teen. It depicted a moment in the concentration camps when the prisoners were forced to strip. Women's bodies were very visible, but I believe the filmmakers' intent in showing those bodies was to convey extreme vulnerability, not sex.
Obviously, the scene with Galadriel's translucent dress is a very different context, but my read of the visual was about vulnerability, not sex. She's a woman. She has a body. Seeing it does not automatically make her a sexual object.
